Letter: Suspended officer’s misconduct happened for months

The misconduct that led to an Austin police officer’s three-day suspension in August and September was happening for “numerous days over the course of the past few months,” according to a letter obtained by the Herald.

The letter, from Police Chief Brian Krueger to Officer April Kline, states that Kline acknowledged she was unable to respond to some emergency calls in a timely fashion during those months because she was outside of her assigned sector. Kline was suspended without pay from Aug. 30 to Sept. 1.

Krueger declined to comment on how long Kline’s misconduct had been occurring.

Lt. Rene Phan, Kline’s direct supervisor, was also disciplined for misconduct with a three-day, unpaid suspension, which he served Aug. 31, Sept. 5 and Sept. 6.

A letter to Phan from Krueger dated Aug. 31 states that Phan acknowledged officer safety issues were not being met.

“During this interview evidence was presented to you and you acknowledged involvement with another officer from this department that resulted in her inability to perform her job duties and respond to calls, including emergencies, in a timely fashion,” the letter states.

Both letters state Phan and Kline will be further disciplined, up to termination of employment, if their activities reoccur.

Phan and Kline didn’t respond to requests for comment.
