City looks ahead to ’16 street, sewer projects

The area may be inching toward winter, but the Austin City Council is looking ahead toward spring 2016.
The council unanimously approved feasibility studies for seven 2016 street and sewer reconstructions, a first step toward being ready to complete the projects.
“It seems early to start thinking about that, but with all of our assessment procedures, we need to get started early,” Lang said.
The plans have all been previously included as part of the city’s Capital Improvement Plan.
Lang said most of the projects on the list are full reconstruction, meaning the city would look at underground utilities, storm, sanitary, water and gas lines.
“A lot of these streets are 60 years old or more,” Lang said. “They’ve outlived their useful life. They’re designed for about a 35 to 40 year life, so they’ve more than exceeded that.”
Lang said one project could be split into a two-year project, though most are expected to be completed next year.
The Turtle Creek 2 sewer extension will require a lot of design and grant work, so Lang said that will likely be a late fall project at the earliest.
Lang said the projects would likely get started around mid-May, depending on weather and the plans for preparing project specifications.
The 2016 project
1. Main Street and Third Avenue Southwest: First Avenue to Third Avenue and Third Avenue from Main Street to Fourth Street.
2.Third Street Northwest, Sixth Place Northwest and Seventh Place Northwest: Third Street from Fourth avenue to Eighth Place, Sixth Place from First Drive to Fourth Street, and Seventh Place Northwest from First Drive to Fourth Street.
3. Woodson Kindergarten Center area in southeast: Fifth Street Southeast from 13th Avenue to the dead end, Sixth Street from 12th Avenue to 16th Avenue, Seventh Street Southeast from 13th Avenue to 16th Avenue, 15th Avenue Southeast from Sixth Street to Eighth Drive, and 16th Avenue Southeast from Sixth Street to Eighth Drive.
4. South Crane Addition Phase 2 in northeast: 14th Avenue Northeast from Eighth Street to the dead end; 13th Avenue Northeast from Eighth Street to the Department of Transportation Turnback; 11th Avenue Northeast from Eighth Street to 10th Street; Ninth Street Northeast from 10th Avenue to 12th Avenue.
5. Fourth Drive Southwest: From the Turtle Creek bridge to 24th Avenue.
6. Alley reconstruction: West of Main Street from Third Avenue South.
7. Turtle Creek 2: Sanitary sewer extension of 36th Street, 37th Street, 39th Street and Fifth Avenue Northwest.

In other business, the Austin City Council set a Dec. 21 public hearing to adopt its latest five-year capital improvement plan.
