Man charged with theft, violating restraining order

Roger Allen Hinchley, 43, of Austin was charged on Tuesday in Mower County District Court with two counts of felony violating a domestic abuse no contact order and misdemeanor theft.

According to the court complaint, a domestic abuse no contact order was served on Hinchley on Jan. 4. On Jan. 13, an officer was dispatched to Hy-Vee on a shoplifting report. Surveillance video allegedly showed Hinchley and the woman who filed the order against him leaving the store without paying for a cart full of merchandise of an unknown value. A warrant was issued for Hinchley’s arrest.

Hinchley was arrested during a traffic stop on Jan. 23 in the 200 block of First Street Northeast, according to the report. The officer saw Hinchley was driving the car and stopped him because he had an arrest warrant. The woman who filed the order against him was allegedly in the car with him.

A review of Hinchley’s criminal history shows prior convictions for theft and violating a domestic abuse no contact order from the same woman.

Hinchley will appear in court again on Feb. 5.
