Worries flare over high-risk sex offender

ALBERT LEA — Frustration and concern flared Wednesday evening at an Albert Lea community meeting to notify residents of a high-risk sex offender moving to town.
Cody Padraic Trott, 21, is scheduled to be released from prison Oct. 20, after which he is expected to move to Albert Lea. His original release date was Aug. 29, but due to some problems in prison, Trott’s release date was pushed back.
According to law enforcement officials, Trott will move to the 600 block of East 11th Street, where he will live with his father. The neighborhood is west of the Jobs Industrial Park along Margaretha Avenue.
Albert Lea police and the Freeborn County Attorney spoke to a crowd of at least 70 people at Wednesday’s meeting. They encouraged people to stay informed and protect their families, regardless of Trott’s upcoming move to the community.
“We do everything we can to provide safety for the citizens of Albert Lea, but you also have to do your part to protect yourself,” Albert Lea Police Detective Frank Kohl said.
Trott is classified as a Level 3 predatory offender — an offender who is the most likely to reoffend. Although his most recent conviction was out of Carver County, he will be monitored by the Department of Corrections and the Albert Lea Police Department.
According to Albert Lea law enforcement, Trott has had at least two sex-related criminal offenses in which he was sentenced to prison. Kohl said Trott has a juvenile history of sexual contact — including penetration — with vulnerable juvenile victims, both male and female. He knew his victims.
Although Trott’s release conditions dictate he must not live within 500 feet of a school, some Albert Lea residents were concerned about Halverson Elementary School, which is located near Trott’s future home.
Kohl told the crowd that while the police will be patrolling the Halverson Elementary neighborhood, residents must be alert and report anything unusual to police immediately. Kohl also reiterated that Trott’s past offenses have been against children he knew — not strangers.
“You need to put your trust in us that we’re going to do our job,” Kohl said. “And if you see this guy out there doing something he’s not supposed to be doing, give us a call.”
Trott’s future neighbors on East 11th Street were worried about their kids’ freedom to play outside.
“Keep your kids away from him,” Freeborn County Attorney Craig Nelson said. “Don’t let kids have any contact with him.”
Once Trott is released, he is court-ordered not to possess firearms, alcohol, drugs or a computer. Law enforcement officials will be able to search the house to ensure Trott is complying with his release conditions.
Trott also is required to notify authorities if he changes his address, his phone number and if he changes any of his physical characteristics, such as hair color or facial hair.
