8 people indicted on heroin charges in Minneapolis

MINNEAPOLIS — A grand jury has indicted eight members of a drug ring known as “The Crew” on charges that they conspired to distribute heroin in Minneapolis, federal prosecutors said Monday.
The eight brought heroin from Chicago to Minnesota and sold it on the streets of north Minneapolis, the U.S. attorney’s office said in its announcement of the investigation and indictment.
The two leaders of the network traveled to Chicago about twice a month to buy 300 to 400 grams of heroin per trip and used drug runners to sell it in small packets for about $40 per bag, the indictment said. “The Crew” sold more than 5,000 packets containing 0.1 or 0.2 grams of heroin per month, with an approximate street value of more than $140,000, the indictment said.
The indictment, which was handed up Sept. 16 and unsealed Friday, names Richard Lee “Nation” English, 37, of Chicago, and Milton Eugene “Meech” Ingram, 22, of Minneapolis, as the leaders of the network. The six other defendants are accused of serving as runners who would deliver the drug to customers. Most are from Minneapolis or Chicago.
“If you’re a Chicago heroin supplier, don’t sell your poison here in Minnesota,” U.S. Attorney Andy Luger told reporters at a news conference.
Customers would call a dispatcher anytime at one of three cellphone numbers, the announcement said. They typically were directed to go to north Minneapolis then call back for a specific location. They would call the dispatcher back after they arrived. The dispatcher then typically indicated that a runner would arrive shortly. The dispatcher would direct multiple customers to a single location at the same time.
The indictment resulted from an investigation by the Southwest Hennepin Drug Task Force, which has been investigating the operation since May.
