Why the higher gas prices locally?

I have made three trips to northern Minnesota in the past four weeks. I’m still dumb-founded on how Austin’s gas price’s are on average 14 cents higher starting at Blooming Prairie and moving north.
This Memorial Day weekend, gas prices that I continued to see were an average of $3.63 to $3.67 up north, and some of the prices continued to drop over the weekend. But as I pulled back into Austin, we were still at $3.79. So for a low income city, why are gas prices so much more?
