Jeffrey Michael Phillips, 35, of Leroy was charged on Monday in Mower County District Court with felony first-degree criminal damage to property-value reduced over $1,000.

According to court documents, a Mower County deputy met with the owner of Ed’s Floral in Leroy on the morning of May 21 after the front window of the store was smashed. The estimated damage was valued at $1,191.17.

Video surveillance showed a white male, later allegedly identified as Phillips, pulling up in front of the store in a dark vehicle facing the wrong way, entering the Travel Lanes Bar, then exiting later and punching the window, according to the court documents. The deputy spoke to an employee at the bar, who said he knew the man as “Jeff.”

The deputy returned to Travel Lanes Bar on May 31 and spoke to another employee who said she was working the night of the incident. She alleged that “Jeff” had become agitated that night when they closed. She also said he had a dark vehicle that was parked facing the wrong way on the road.

The deputy spoke to Phillips, who denied being at the bar and said he had “no recollection” of damaging the window at Ed’s Floral, court documents state. However, when the deputy showed Travel Lanes Bar employees a photograph of Phillips, several allegedly confirmed he was at the bar the night the window was damaged. Another patron at the bar that night allegedly confirmed Phillips was at the bar and was angry when he left.

A review of Phillip’s criminal record shows prior convictions for disorderly conduct and domestic assault.

Phillips will appear in court again on July 9.
