Man charged for allegedly trying to molest girl; Alleged victim was 10-year-old neighbor

James Edward Slavan, 61, of Austin was charged on Tuesday in Mower County District Court with felony second-degree criminal sexual conduct-victim under 13 and felony predatory offender fail to register.
According to the court complaint, a woman called police at 2:14 p.m. on Sunday to report that a neighbor, later identified as Slavan, had tried to molest her 10-year-old daughter. The alleged victim had brought her bike to Slavan’s house to get it fixed, but when her mother told her to go get it, she said she was “scared” of Slavan because he hugged her and allegedly tried to touch her breasts. An officer retrieved the girl’s bike from Slavan and learned that he was previously convicted of a predatory crime.
Police brought the alleged victim to the Mower County Law Enforcement Center, where she told them she and Slavan were in the garage when he began hugging her and put his hand under her shirt, the complaint states. She said he tried to kiss her, but she moved her face away. When she told him she had to go home, he allegedly said, “Not yet.”
Police arrested Slavan for sexual assault and spoke to a woman who resides at the residence, but was not home at the time of the alleged incident, the complaint states. She said Slavan told her he was concerned about the alleged victim’s welfare because the alleged victim tried to seek attention from the two of them. She allegedly reported that Slavan had been employed at a local grocery store for 14 months and that he frequently fixed bikes for kids in the area.
The complaint states that police detected the odor of alcohol on Slavan and that he blew a 0.23 percent on a preliminary breath test at the Mower County Jail.
An officer reviewed Slavan’s Bureau of Criminal Apprehension Predatory Offender Registration, which allegedly showed his last employment update on March 1, 2016. The officer called the grocery store’s human resources manager, who allegedly said Slavan had been working there since May 2017.
A review of Slavan’s criminal history shows prior convictions for domestic assault and knowingly violating predatory offender registration requirements.
Slavan will appear in court again on Aug. 13.
