Street improvements hearing scheduled for Feb. 19; Council hears feasibility reports

The Austin City Council unanimously voted to approve a street improvements public hearing date of Feb. 19 during its regular meeting Monday evening.
Assistant City Engineer Mitch Wenum outlined feasibility reports for the council, providing members with details on the proposed street improvements for 2019.
Streets set for improvement work this year were constructed in the 1950s, 60s and 70s.
Project 18101
14th Street Southeast (Fourth Avenue Southeast to north of First Avenue Southeast)
• Removal of the existing asphalt pavement and deficient sidewalk;
• Remove and replace deficient curb and gutter;
• Pave 4 ½” of asphalt pavement and 6” aggregate base;
• Upgrade storm sewer with the addition of catch basins and repair/replace existing deteriorated structures;
• Spot repairs to existing sanitary sewer main and replace deteriorated structures;
• Provide pedestrian ramps at intersections that meet ADA standards and upgrade existing deficient sidewalk; and
• Water and electrical work by Austin Utilities.
The estimated cost for the project is $405,000. Funding will be broken down as $325,000 from assessment bonds, $50,000 from WWTP Fund 61 and $30,000 from SWUD Fund 67.
Project 19102
Ninth Street Southwest (First Avenue to Sixth Avenue Southwest), 10th Street Southwest (First Avenue to Sixth Avenue Southwest), and 11th Street Southwest (First Avenue to Second Avenue Southwest)
• Removal of the existing asphalt pavement, curb and gutter, and deficient sidewalk;
• Widen roadways and replace with new curb and gutter, 4 ½” of asphalt pavement and 6” aggregate base;
• Upgrade storm sewer with the addition of catch basins and repair/replace existing deteriorated structures;
• Replace portions sanitary sewer mainline and manholes. Service lines will be replaced to back of sidewalk where sanitary sewer systems are replaced;
• Provide pedestrian ramps at intersections that meet ADA standards and upgrade existing deficient sidewalk; and
• Water and electrical work by Austin Utilities.
The estimated cost for the project is $1,405,000. Funding will be broken down as $1,045,000 from assessment bonds, $150,000 from WWTP Fund 61 and $210,000 from SWUD Fund 67.
Project 19103
Sixth Street Northwest (Eighth Avenue to 13th Avenue Northwest) and 11th Avenue Northwest (Fourth Street to Eighth Street Northwest)
• Removal of the existing asphalt pavement, curb and gutter, and deficient sidewalk;
• Replace with new curb and gutter, 4 ½” of asphalt pavement and 6” aggregate base;
• Upgrade storm sewer with the addition of catch basins and repair/replace existing deteriorated structures;
• Replace portions sanitary sewer mainline and manholes. Service lines will be replaced to back of sidewalk where sanitary sewer systems are replaced;
• Provide pedestrian ramps at intersections that meet ADA standards and upgrade existing deficient sidewalk; and
• Water and electrical work by Austin Utilities.
The estimated cost for the project is $1,175,000. Funding will be broken down as $900,000 from assessment bonds, $100,000 from WWTP Fund 61 and $175,000 from SWUD Fund 67.
Project 19105
Oakland Place Southeast (10th Street to 11th Street Southeast)
• Removal of the existing concrete pavement and deficient sidewalk;
• Replace with 8” of concrete pavement and 6” aggregate base;
• Construct two 12’ driving lanes in each direction;
• Upgrade storm sewer with the addition of catch basins and repair/replace existing deteriorated structures;
• Spot repairs to sanitary sewer main and replacement of structurally deficient manholes;
• Provide pedestrian ramps at intersections that meet ADA standards and upgrade existing deficient sidewalk; and
• Water and electrical work by Austin Utilities.
The estimated cost for the project is $950,000. Funding will be broken down as $625,000 from municipal state aid, $100,000 from WWTP Fund 61 and $225,000 from SWUD Fund 67.
Project 19106
Sixth Street Northeast (30th Avenue to 36th Avenue Northeast)
• Addition of aggregate base to south half or Sixth Street Northeast;
• Pave 4” of asphalt pavement on south half of Sixth Street Northeast; and
• Pave a 2” asphalt overlay on the existing on north half of Sixth Street Northeast.
The estimated cost for the project is $75,000, which will be entirely paid for through assessment bonds.
Public Works Director Steven Lang said they are hoping to begin work by mid-May.
During the council’s work session, Lang recommended an increase of three percent on the paving assessment rates, which would apply to the residential and commercial/industrial assessment rates of adjacent properties.
The council moved to hold a vote on the proposed increase at its next regular meeting on Jan. 22.
