Man charged with sexual abuse

Saw Gay Say, 46, of Austin was charged with first-degree criminal sexual conduct-sexual penetration-victim under 16-multiple acts, first-degree criminal sexual conduct-sexual penetration-victim under 13, second-degree criminal sexual conduct-sexual contact-victim under 16-multiple acts and second-degree criminal sexual conduct-sexual contact-victim under 13, all felonies, on Tuesday in Mower County District Court.

According to the court complaint, an Austin Police detective received a child protection intake report on Feb. 28 from Mower County Human Services regarding an eight-year-old who disclosed that Say, who was known to her, had been showing her pornographic images on his cell phone. The disclosure came after the victim received “Good Touch, Bad Touch” instructions at school.

On March 1, the detective and a Mower County Human Services Protection Worker met with the victim, who said Say touched her inappropriately on several occasions and made her touch him. She demonstrated the abuse using an anatomical doll and said it made her sad.

The detective interviewed Say with the assistance of an interpreter. Say indicated he knew the victim and admitted to showing her pornography on his cell phone to “teach” her what to avoid on the internet. He denied making her touch him and claimed he helped her clean up after using the bathroom. He said he did not know why she would claim he sexually abused her.

The detective spoke to the victim’s mother, who said Say has been alone with her daughter, but was not aware of any of the victim’s allegations. She then changed her story and said Say is never alone with the victim, but that she is elsewhere during that day and that Say “is a little bit crazy.”

Say will appear in court again on March 18.
