Blooming Prairie City Council to vote on 2020 budget and levy

The Blooming Prairie City Council will be voting on its 2020 budget and levy at Monday’s meeting.
Both expenditures and revenue for the general governmental funds budget are estimated to be about $2 million.
The council will vote on whether to approve a $769,460 levy, up 4.8 percent, $35,271, from the 2019 levy, which totaled $734,189.
This is smaller than the 6 percent increase proposed in September.
One change from the proposed budget to the final version is that less money has been budgeted for wages and benefits in the police department after a permanent part-time officer and a full-time officer switched positions.
Another was that an additional $3,000 was budgeted for replacing capital equipment and infrastructure.
Although the overall levy is proposed to be increased, the amount being put toward general operations is set to be lowered from $561,989 to $540,718.
The increase would come in the form of additional debt service, which is proposed to go from $172,200 to $228,742.
The bonds levy dollars are being put into consist of:
- $70,000 for a PFA bond from 2010;
- $44,000 for a public project bond from 2014;
- $26,375 for a general obligation bond used to improve Main Street in 2016; and
- A combined $88,367 for bonds used for street improvement projects in 2017 and 2019.
In addition to the property tax levy, the city will also receive $737,357 in local government aid from the state, up from $716,481 in 2019.
The council will also vote on the budgets for its enterprise funds, sewer, stormwater, cemetery and ambulance.
The Public Utilities Commission approved the budgets for the city’s water and electric services, and copies of those budgets are available at the Blooming Prairie Public Utilities office.
The council meeting will be held at 7 p.m. in City Hall.
