Too many rolling through stop sign

I live on a school district route and also right across from Kaufman Park. Cars drive down this road do not stop at the stop sign. At least 80 percent of people that do this live around here. We, as concerned citizens, are getting tired of calling the police every time it happens and by then it`s to late to catch them.
In my books a stop sign means stop — not go through it or coast through. Years back it took a child almost getting killed to get stop signs put in and it still is going on. There is no obstruction blocking these stop signs.
I would appreciate some feedback on this matter.
