Driver jailed after allegedly refusing to exit car

A Wisconsin man is in the Mower County jail after he allegedly refused to get out of his vehicle for officers several times last Friday night.

A Grand Meadow officer first attempted to stop Martin Wayne Chapman of Wisconsin after he clocked him going 68 mph in a 55 mph zone, according to the sheriff’s report. Chapman then pulled onto the Valley Transportation property west of Grand Meadow and allegedly refused to get out of the car or show his hands.

According to the report, Chapman said he is a member of a sovereign nation and would not recognize the officer’s authority. Deputies arrived to assist; however, Chapman continued driving and went to the SKB Lounge in Grand Meadow. He refused to get out of the vehicle another time, according to witnesses and officers, so officers broke the window and arrested him.

Officers also notified Homeland Security about the incident. Chapman is awaiting formal charges in Mower County Court.
